Knowing how this game works with this kind of stuff I would say it's a predetermined amount of wins to unlock him though it isn't something we can test. I know when it came to Scipio my guild leader spent around 28k stam to finally unlock him, but I used less then 100 stam to do so. I would say just use the bonus stam you get twice a day until you finally do unlock him.

there is some parts on this game that are "predetermined" but that doesnt mean that a) everything is and b) nothing is over a long periode of time. example: what you have in your guild chest is randomly predetermined before your open it but battles are decided at the point of entry. so i dont think that the RC is predetermined on how much stamina you will spend to recruit a hero. i remember getting hung up twice in RC and whatever i did the heroes didnt "want" to join me at all. scipio was one of them. i beat him on the second try but to recruit him it took me 500-600'ish stamina. however that being said, it wasnt stamina i had to buy, it was stamina that i had left over after my 3 lab runs since i have my sub gear already crafted. ok i admit it was stamina that i could have spent on leveling up, but the point is that IF it's predetermined and not random, then i wouldnt be able to see the "salespoint", meaning what would be the motive to do that from the devs perspective.
ultimately its just about luck.

I don't think there is a salespoint either... think predetermined data is just easier for them to make. It still is about luck either way; getting the right hit or the right sequence.

In the main time defeated queen Bryn without him and challenging king Horemheb. Defeated general Alcibiades about 50 times now, but still not recruit. I am just powering up the heroes I got and move on.

yep, just keep on moving on, attack him once in a while and he will join you sooner or later. we all are caught up at some point. some day you will get lucky and he will join you.
