She unlocks at Marshall, as has been said. And I have seen a player win her in the casino when they weren't Marshall.

also, if you win her in the casino the titel rank doesnt apply to her for being used like the other heroes. if you win her in the casino and am not marshall, you can still use her. guess this is either something they overlooked, or combined with being able to win her in CW that the titel doesnt matter if you get her any other way.
i actually got lucky and got her from the casino before reaching marshal
but was wondering what all she can do??
What does she do? She seems powerful but doesn't appear to stun. I have her, tried her in my formation but she doesn't seem to have anything but an attack. Is she worth bothering with?
she stuns at about same rate as shayd but have a 40 hit start stat that makes her stun a bit more...would say something like 1/3 stuns on world boss without hit sancts
edit: and if you plan to sanct her i would sanct dawn bringer and transfer since her cost is so high
You can do that with all heroes. I have gotten King Theseus at Knight-Champion and he was useable. I also have a small toon I just started that got Aphro at Knight-Captain
