    i think what he meant was that players have to sail with other players of similar power?
    only problem is that the top players would never sail, like i for example have double the power of our currently ranked #2 and then there is also the fact that between our #1 and our #12 (first page in ranking) are 400m power difference.
    also, i see powering down to loose maps to other players, provoke revenges, etc as a part of the tactics in this game and it would be just boring without it. that being said when your server advanced like ours, usually most players migrated into the same guild, have all the cities and nothing else to do. this is due to ucool neglecting this game and could be fixed by repopulating/merging the servers.
    that being said, i would like to point out that "bullies" in the game are inevitable since its a wargame and players worked hard (or paid a lot) to be dominant in the game and want to exercise that power. so the "bullies" are not really bullies but in most cases players who enjoy the game. they often picked enemies and are at war with them.
    i think the water part is working fine and as intended and priorities should be put on fixing the exploits and bugs that are currently going on so certain players dont have those unfair advantages anymore.




    EDIT PS: powering down to steal maps with your own alts is against the TOS and should be documented and reported via support
