after reading your post the first time and seen that blayd beat me to it with the same answer i would have given,
i have just read it again and now i am wondering what your banish form is... because i assumed along with everyone else that lance is your main DD but you inquire about the 2nd subslot...
so first of all your banish form should look like something that you can find here. then, lance should be your main DD, no doubt about that.
about the 2nd subslot, some like to put their weakest stunner (often thucy) in there. others who pretty much come to the 30 round max most of the times like to put another DD in there. now i like to suggest pomp who rocks it pretty much the first 3 rounds he is in and does the same damage as lance, with crits and all. some like to put blood in there because he used to be the ultimate banish toon and they kept him all stared up and everything.
now, that being said, the main reason why he is nicknamed king horrible is because the way how the in-game mechanics work on him. most is not banish related, so for example his double skill crits, hits and misses seperate. meaning if he crits on the first hit he doesnt have to crit on the second or the other way around or can crit on both. but his damage is about half of blood for example, ergo only if both skill attacks crit he will do the same damage as blood with 1 crit. if he misses the first hit he will not get the second and after he hit the first he can still miss the second, etc
now again, most of it is not banish related, so if you have a good king horrible who got like +150 crit or other great damage related sancts, you might as well just give it a try and who knows, maybe he will work for you better than for everyone else. its just a game after all and if we all where to play the same style with the same heroes i'd be boring fast.
so, to answer the actual question of who to place on the 2nd subslot between lance vs horrible then it would be king horrible and put lance as the main DD.
