you are misreading the intentions from ucool. it was more like a win-win. before that when you failed the medals on your hero you would loose anywhere 0-4 stars after a fail (i believe 4, 7, 9, 11, 13 where safe, or something like that). now when you fail you keep the stars on your hero, however the chance of going up is reduced. the sancts you can now stack the cards to increase your chance of going up... it all got better and easier and because of that players intend to spend more gems. many improvements in the game are like that, to make you as a player happy they hope you will spend more gems while you are moving up.
