Selling Fragments for gems is a bad idea has uCool most probably want you to buy gems instead of giving them to you as it is their source of income to fund the game.
Selling Fragments for coins is already available, you can sell 1 fragment for 16000 coins (Yes a whole 16000 coins )

As much as I would love to do this myself, unfortunately uCool/Tynon most probably will not implement it.
