I feel your pain, but I don't think the devs are listening anymore. However, I have heard of multiple instances were someone has created an Evony account to send a report to Ucool about problems they have in this game and they ended up getting help, not sure if this is accurate, but in your case it's probably worth a try.
A long time ago when the game was still very new(about 3 weeks into server 2) I had an issue with my rune storage spots getting locked and they gave me the same run around saying they would look into it. Then after a while my tickets started to get nasty and i used words i wont type here, but it actually worked so that is another option. It seems to me when you write an intelligent ticket they don't comprehend it(or just flat out ignore you), but when you use 4 letter words for some reason they take u seriously.
