If I am no longer in a guild that had all the technologies, and I invested in them to an average of 35-40, would they still be active to my account if I started another guild. Im not asking if the techs are open already, just if the previous investments to those techs still apply to my account.
yes you will keep your tech levels but only as far as the guild goes. they will be added back on as the level of the new guild increases

Yep. You keep everything you invested in tech but you can only use it as high as the guild can access.
