While in a party (being party leader) the loot options are set on Personal Loot, Uncommon items and you can't change them - you can only set to pass on loot. If you convert the party to raid then the "usual" options appears (Personal / Group Loot / Free For All / Guild Master Loot; Uncommon / Rare /Epic) and you can set them to what you wish. If you convert to party again, the chosen settings while in raid are maintained.
Edit: I'm not talking about Master Loot, Personal Loot, Guild Master Loot in randoms groups, but abscense of any loot options while in a party with friends and guildies, killing stuffs and doing quests.
