The drops, like stars and the Tavern really are all about luck. Just keep trying, it's random. I had a champions relic plan for almost 2 months before my first hope bringers dropped. That was down right annoying but satisfying as heck once I got it. I have more relics on server 63 than I do on server 8 - Just an annoyance that it took so damn long on 8 and 63 has been a breeze for getting them.
