there is the announcement and the reasoning behind it.
To put it simply, not enough guilds were being created and Tynon thought more blood shed was needed. Easy way to achieve that was to reduce the amount of members that can be recruited. Less members per guild>more guilds needed>more blood spilt>much more fun.
As for the announcement time, it's not actually that unusual. If you think it's unfair you best check Tynon's ToS. They can change anything at any time without warning and you agreed to it when your account was created.
