The general pattern seems to be one new tech per level.

No, actually at level 3 guild you get 3 techs, 2 uses a piece. So one tech per level seems to be correct.

lvl3 guild museum gives you 4 techs actually not 3 my bet 1 to start of and 1 for each lvl

my bad Dragon... was looking at guild level, not science hall level, which we still have at lvl 2
