Dawnseeker already answered that in Beta.
This is so you don't mix and match lvl 4 and upwards embeds.
Level 3 and downwards you can remove and add to your heart's liking.
Maybe a link to the answer would not make us feel so ignored.
And why would be a problem mixing and matching chips that you worked to get, merge or bought it?
