Would be nice if you guarantee a token is in the shuffle for every extra boss and a plan is in the shuffle for every 700 and 800 extra boss.

Maybe not but bugs are still a possibility, and I do know that RNG bugs are the hardest to find. Though the only way to know is to test it with multiple trials to get a good statistics.

What you see on the shuffle does not make a difference since what you get has already been determined before you pick the card. Showing Tokens on every shuffle will not increase your chances of getting one.
